Parkrose Heights Association of Neighbors Monthly Meeting Notes

Tuesday, December 9, 2025 — 7:00 PM to 8:00 PM

1. Attendance:

2. Treasurer’s Report

  • Klint Finley
  • No change in budget
  • Vote held by Council to approve pay back D1C funds used in June to advertise Picnic in the Park ($818.29). Money will come from Communication Fund, which has $1,600. After paying back D1C we will have $781.71. We should receive additional communications funds in 2026.

3. D1C Report

The District One Coalition of Neighborhoods meets the first Wednesday of each month. PHAN aspires to send two representatives to each meeting and update our neighborhood about the greater community events and concerns.

  • The Vibram medical facility on 102nd is closing and may be vacant for approximately 18 months. This, combined with the closing of Kohls and Fred Meyers Gateway, means a total loss of over 500 jobs in the East County area.
  • Lin Felton on economic development meeting:
    - Several people testified
    - Provided strong contrast: People at the meeting had been talking about Keller Auditorium and PSU updates, millions of dollars.
    - Then some neighbors from outer East Portland, where nothing like the public funds or private philanthropic funds exists. It provided a wake-up call, and supported what our three D1 councilors have been saying about how D1 needs more than what everyone else is getting because we are so far behind.

4. PHAN Bylaws Update

  • Fred, Klint and Barb met with Paul Leistner on Monday, December 8th to discuss revisions and get guidance regarding the PHAN bylaws. We will have a new set of bylaws completed by our 1 year anniversary in March.

5. Knott Park Update

  • Bulletin Board: PHAN has approval to place a neighborhood bulletin board up in front of David’s Harp on NE Knott. This will replace the one that was vandalized in Knott Park. We are in the design phase of the project. Will probably be in place this Spring. We may pay for the project out of our ‘place maker” funds acquired from D1C.
  • PPR Chips for Trails: Still on hold
  • Reply from Portland Parks and Recreation representative on November 25th
Just staying in touch. I checked back in with the Park Maintenance Supervisor and it looks like the pathway work is still assigned to the heavy equipment team. They have it on their list but still do not have a date scheduled for the work. I will reiterate your neighborhood association's interest in the project and follow up with the team assigned to the work again after the holiday break.

6. Event Planning 2026

  • Food Drive PHAN will be co-hosting a food drive for the Sunshine Division at Sacramento Elementary School January 9th. We decided to go with this because donations tend to drop off dramatically after the holidays.
  • Neighborhood Clean ups will be occurring quarterly with the first one of 2026 at the end of January. The focus area for this clean-up will be NE 111th
  • Picnic in the Park We will be applying for the small grant from D1C to help fund the event in June. We had discussed combining the Picnic with Neighbors Night Out but decided we wanted to keep the picnic in June to connect with Sacramento students and families and offer continuity through the summer. A late June date has not been set yet. We also need to form a committee to work on this. Brenton took this project on last year and it was a wonderful success but a lot of work.
  • Movie nights With the growing success of the movie nights we would like to hold at least two this year. Spring and Autumn are suggested. Further plans for movies can continue next month as Anna B was not with us and she does an amazing job setting these up. Anna and Ariel would also like to get together for a PHAN Pancake/Waffle breakfast in February, possibly the 21st. There are also ideas for a Thanksgiving style dinner next November.
  • Neighbors Night Out will be held August 4th 2026. We are looking for suggestions from the community on how to celebrate this nation-wide event.
  • Guest Speakers are something we would like to bring to our monthly PHAN meetings. Fred has one on deck for January, possibly February inviting a discussion regarding Restorative Justice opportunities and our local law enforcement.

7. Community Input

  • There will not be a Coffee with a Cop event at Loretta Smiths office in December. We look forward to their return the 3rd Friday of January.
  • There were concerns about Grocery Outlet on Sandy Blvd closing due to theft issues and unsafe encounters. This would be another huge loss for ours and our surrounding neighborhoods. Ideas for increasing visibility and foot traffic to the store are welcome.
