Meeting Notes

1. In attendance: Barb Secretary, Fred President, Klint Treasurer, Yvonne and Karen from D1C, Doug S, Kris B, Anna B, Brenton S, Thomas M, Ariel M


2. Treasurer’s Report


No new spending. Board members agreed that we should pay back the District 1 Coalition the money they chipped in towards printing our flyer this past summer. The printing expense is $818.29. We can take this out of our remaining $1,423.98 worth of communication funds.Small grants from District 1 Coalition applications open Dec. 5th (Use for summer event?)


3. D1C Report

East Portland land use committee:


A new subcommittee on East Portland land use just started. The next meeting of this committee is Monday Nov. 24, 6:30 - 8:00pm, online only. There won’t be a meeting in December. Contact D1 Coalition executive director Alison Stohl (alisons@cnncoalition.org) if you’d like to be a part of this.


Advocate for economic development in East Portland:


District 1 has experienced a significant number of businesses leaving. Both the Grocery Outlet in Parkrose and the Mall 205 Dollar Tree are barely hanging on and considering leaving. Councilor Smith is currently working to secure funding for Enhanced Services District support through the Fall Budget Bump. A committee meeting, as opposed to a full city council meeting, was selected because testimony can have more impact and attention at these smaller meetings.


The group also hopes to organize a date to testify before Multnomah County, which receives Oregon Lottery funds designated for economic development. These funds have been used for economic developments in neighborhoods like the Pearl, which doesn't even have any registered lottery retailers.For more information, contact Lin Felton of the D1 Coalition board and the Argay Terrace Neighborhood Association: linfargay@gmail.comD1C

Other business

  • Voted to approve continued fiscal sponsorship of Archaeology Road Show.
    Small grants applications opening soon

4. Recent events

  • Fall Chili Cook-off was a good time and we’re excited to try it again next year.
  • 23 vendors attended the Holiday Craft Fair held this past weekend in Miller Hall

Excellent baked goods at both events!


5. Knott Park Update

  • No new news regarding the chipping of the walking trails around the park
  • Measure 26 passed — covers daily maintenance like trash and bathrooms, but not backlog.

Email from Portland Parks:

Thank you for reaching out. Our Maintenance Supervisor shared they are still planning on doing the work this fall. They researched using a vendor but it proved to be cost prohibitive. It is now assigned to the PP&R heavy equipment crew, they have a list of parks they are working at, but we have been assured that Knott is on that list. I put a remind on my calendar to check back in with them for an update before the Thanksgiving Holiday.

Fingers crossed and we are remaining hopeful.

6. Event Planning

  • Food drive/assistance for families in our neighbors
  • Looking at doing one or more food drives, probably through Sunshine Division but possibly through Crossroads Church.
  • Anna tried to schedule a donation barrel drop-off from Sunshine Division on time for Friday’s event for the Saturday market but it was too soon.
  • Brenton also looking at having a barrel at Sacramento- Klint is updating the resource list on the PHAN webpage.

Our events calendar should be built and finalized during the next two meetings (December/January). Some ideas include:

  • Picnic in the Park
  • National Neighbors Night Out August 4th 2026
  • Food drives
  • Neighborhood Clean ups (quarterly?)
  • Movie nights (monthly)
