January 2026 meeting notes


1. Attendees:

2. Treasurer’s Report

  • Klint Finley
  • No changes in funding since December but we held a discussion regarding opening our own credit union or bank account.
  • Currently, D1C holds our money in an account. We will check into OnPoint CU, Pacific NW CU, and Riverview Bank

3. D1C Report

  • The District One Coalition of Neighborhoods meets the first Wednesday of each month. PHAN aspires to send two representatives to each meeting and update our neighborhood about the greater community events and concerns.
  • Ronda is still out on medical leave but has been checking email.
  • The City of Portland is in the process of accepting RFPs for various contracts in the Community and Civic Life sector. District One East Coalition (D1C) is currently contracted to serve all District One neighborhood associations. More information regarding the RFP are on the city’s Civic Life webpage.
  • Neighborhood associations like ours are looking to increase attendance and “rebrand” in an attempt to generate greater neighborhood involvement. There is a common incorrect assumption that PHAN and other associations like us act as a homeowners association which we are not. We do not accept fees or “dues” and our goal is to increase community pride and community.
  • Working on obtaining and “OWL” and holding future meetings hybrid: in person and available on Zoom. Anna will help set up.


4. PHAN Bylaws update

  • We plan on presenting the new organizational bylaws at our March meeting with a neighborhood vote on the bylaws at the April meeting.

5. January Neighborhood Clean Up scheduled

  • Focusing on 111th St but not exclusively.
  • 11:00am to 1:00pm on Saturday, January 24th
  • Meet on Brazee St. near 111th.
  • Coffee/ Donuts will be provided


6. Continued Event Planning 2026

  • Picnic in the Park: June- date tba
  • Movie nights: Spring fling possibly Saturday, April 4th
  • Food drives: Oregon Food Bank barrels will be at Sacramento Elementary School from January 26th through February 6th.
  • Flyer with more information forthcoming.
  • Neighbors Night Out August 4th 2026 in the works.
  • Pancake/Waffle Battle of the Breakfasts is postponed. New date TBA.


7. Community Input

  • Ariel presented an idea for a trash receptacle at the green space on “the Bluff” Klickitat St. This would be extremely helpful in keeping the area free of litter. Will be researching possibilities.
  • New email from Portland Parks: bark chips for trails at Knott Park still on hold. Councilor Dunphy will look into it for us.
  • PICTURES WANTED: Do you have pictures of neighborhood events, happenings, nature in our neighborhood? Our FB page and our website https://parkroseheights.org/ are looking to dress up our look with new pictures from around Parkrose Heights.

8. Upcoming events

  • Constituent Coffee with Councilor Jamie Dunphy on Friday, Jan. 16 from 1-3pm at Parkrose Coffee House
  • Coffee with a Cop will also be on Friday, Jan. 16 from 1-3pm at Councilor Loretta Smith’s office in the Nick Fish building on Halsey St.
  • PHAN Neighborhood Clean-up 11-1 on January 24th
  • Next PHAN meeting will be held on Tuesday, February 10th, 2026
